MICHAEL REED, joined
MVBA in 1988. Michael grew up in San Antonio, Texas where he graduated from Jefferson High School in 1965. He attended Texas A&M University, graduating in 1969 with a degree in History and Political Science. After receiving his undergraduate degree, Michael served as an officer in the U.S. Air Force from 1969 to 1972. A graduate from the University of Texas School of Law, Michael is admitted to practice law in the state courts of Texas, the Federal District Courts for the Northern, Southern, Eastern, and Western Districts of Texas, as well as the Fifth Circuit Court of Appeals. He is Board Certified in both Business and Consumer Bankruptcy Law. Michael has largely focused on bankruptcy problems facing Ad Valorem tax jurisdictions. He has helped to devise the procedures that
MVBA uses to maximize the recovery of revenues for taxing jurisdictions that are jeopardized by bankruptcy proceedings. In the course of his bankruptcy practice, he has personally appeared on behalf of Texas ad valorem jurisdictions in bankruptcy proceedings in thirteen different states and before the 5th Circuit Court of Appeals in New Orleans. He has also participated in developing the computer system by which
MVBA is able to track bankruptcies with delinquent tax problems throughout the state.
Apart from bankruptcy practice, Michael has been active in soliciting passage of useful ad valorem tax legislation in the Texas Legislature. Along with Harvey Allen, he has obtained Legislative sponsorship and passage of pertinent ad valorem tax measures that benefit all tax jurisdictions. Along with such active participation in the Legislative process, Michael has been in the position to monitor the changes in the school finance system, and was able to assist numerous school districts in making the necessary adaptations to comply with school funding system changes. Along the same line, when the CED funding system was challenged in Federal Court, Michael participated in the defense of the school districts in the Federal District Court and Fifth Circuit proceedings.
Michael has been a frequent speaker and author of numerous articles for associations of appraisal district personnel, tax officials, other tax professionals, and school officials, as well as for the West Texas Bankruptcy Bar, the Ad Valorem Tax Section of the State Bar of Texas, and the National Association of Attorneys General.
