HARVEY M. ALLEN is the partner responsible for the delinquent tax collection programs in Williamson County, Midland Central Appraisal District, Bowie Central Appraisal District, and the Tax Appraisal District of Bell County, among others. He has been a member of MVBA since 1981. He is active in all phases of MVBA's work, including trial and appellate practice involving both collection and appraisal matters. Over the years, Harvey has rendered numerous legal opinions to schools, cities, counties and appraisal districts on property tax matters.

A certified public accountant, Harvey formerly worked on the audit staff of one of the major Certified Public Accounting firms in Houston. He has participated in numerous audit engagements involving Fortune 500 companies. Harvey is a member of the Texas Society of Certified Public Accountants.

Harvey attended Baylor University and obtained a B.A. degree in 1975. Harvey entered graduate school and received a Masters in Business Administration degree in 1977. After working in public accounting, he returned to Baylor University School of Law and received a Doctor of Jurisprudence degree in 1981. Harvey is a member of the State Bar of Texas and is admitted to practice in Federal Courts.
