APPRAISAL DISTRICT REPRESENTATION & LITIGATION
MVBA’s experience and expertise in providing legal representation in property tax matters and administrative issues for appraisal districts is unsurpassed. MVBA regularly advises and renders opinions on matters such as exemptions, legal standards that apply to appraisals, taxable situs, interstate allocation issues, the Public Information Act, the Open Meetings Act, the function and operation of Appraisal Review Boards and the Board of Directors of appraisal districts, as well as basic employment issues and contracts.

MVBA is highly skilled in litigation under Chapter 42 of the Texas Property Tax Code. MVBA has represented Appraisal Districts in many hundreds of cases dealing with exemptions, allocations, situs, and valuation issues. We have successfully argued numerous cases before the various Texas Courts of Appeal and the Supreme Court of Texas.

Kirk Swinney directs MVBA's Appraisal District Representation Department. Kirk has advised appraisal districts for over 15 years and has experience representing other divisions of local governments. Roy Armstrong, who is of counsel, has 21 years experience counseling and representing appraisal districts. Robert Meyers, and Javier Gutierrez also lend assistance to litigation.
